Participatory Budgeting in Our City: A Growing Democratic Tradition

Participatory budgeting (PB) in our city began over a decade ago as a bold experiment in deepening local democracy. Inspired by pioneering initiatives in Latin America and Europe, the city council launched its first pilot in two neighborhoods, inviting residents to directly decide how a small portion of the municipal budget should be spent. Despite initial skepticism, the process gained traction thanks to its transparent structure, community-driven projects, and visible outcomes on the ground.

Since then, participatory budgeting has evolved into a permanent feature of our city's governance. Over the years, the program has expanded to cover all districts, with a growing budget and a more inclusive design. Special efforts have been made to engage youth, senior citizens, and marginalized communities through targeted outreach and support. The process has also become more accessible, with digital tools complementing face-to-face assemblies, and city staff available to guide participants through every step.

Throughout its history, participatory budgeting has resulted in hundreds of community-driven projects, from park renovations and school improvements to safer crossings and environmental initiatives. It has strengthened the relationship between citizens and local government, giving residents a direct voice in shaping their surroundings. Importantly, PB has also served as a civic learning space, where people gain firsthand experience in deliberation, negotiation, and collective decision-making.

Looking ahead, the city remains committed to expanding and innovating its participatory budgeting model. With climate, housing, and care among the most pressing issues of our time, PB offers a powerful way for communities to co-create solutions that reflect local needs and values. This year’s edition continues that legacy, and we invite everyone to participate, propose, and vote for a fairer, more livable city.
