• Local Discussions & Needs Assessment:
  Each region and community holds open discussions within their local assemblies. Individuals express their views on current resource needs, propose ideas for new resource production, and suggest ways to enhance existing methods.
  Focus Areas:

  • What resources are essential for ecological balance and communal well-being?

  • Are there regional shortages or surpluses in food, energy, or materials?

  • What resources promote sustainable living and future planetary health?

Proposal Submission:
Citizens from across Anarres submit detailed proposals about what resources should be produced and how they should be managed. Proposals could be:

• Increasing agricultural production of specific crops.

• Shifting energy production toward solar or wind cooperatives.

• Prioritizing the development of materials for eco-friendly housing.

• Planetary Deliberation:
  The Planetary Resource Production Assembly is open to all. Using rotating facilitators and participatory democracy tools, citizens deliberate on the submitted proposals. Every participant can vote and speak, ensuring that discussions are inclusive and consensus-driven.

  Deliberation Principles:

  • Ecological Restoration: Proposals must prioritize ecological balance, biodiversity, and sustainable use of land and water.

  • Resource Equity: All regions must have fair access to the produced resources.

  • Community Control: Resource production should remain under the control of cooperative organizations, not centralized authorities or profit-driven entities.

• Decision-Making:
  The assembly uses a modified consensus model. Proposals are discussed and refined until there is broad agreement. In cases where consensus cannot be reached, a direct vote is held. To ensure fairness, the following voting tiers are employed:

  • Planetary Consensus Vote: If 75% of participants agree on a proposal, it is adopted planet-wide.

  • Regional Autonomy: If a proposal does not reach planetary consensus but has strong regional support (over 60% in a region), the region may pursue production autonomously, provided it aligns with the principles of ecological sustainability.

• Cooperative Production:
  After decisions are made, the responsibility of implementing resource production is handed to local and regional worker cooperatives. These cooperatives manage the logistics, ensuring that the resources are produced in line with the assembly’s resolutions.

• Planetary Oversight Council:
  To ensure transparency and accountability, an elected Planetary Oversight Council is tasked with monitoring the production process. They ensure that resource quotas are met, ecological impacts are minimal, and resources are equitably distributed across regions.

• Continuous Feedback Loop:
  Citizens are encouraged to continuously provide feedback on the resource production process. Issues like shortages, overproduction, or environmental concerns can be raised at local assemblies, and addressed through the Planetary Feedback System, which feeds into the next annual cycle of the PRPP.
